For councils & local authorities
A trauma-informed alternative to deep-clean contractors
Person-centred decluttering and home-environment support for adult social care, safeguarding, housing, and SNAH pathway teams. Aligned with the Care Act 2014 and built to sit inside the team around the person.
Why councils choose Neatly
Built around statutory duties, not a skip lorry
A regulated, multi-agency-aware service designed to sit inside your support pathways.
Deep cleans alone do not work
Local-authority case reviews repeatedly find that one-off deep cleans, in isolation, rarely lead to lasting change. We work alongside the team around the person, not in place of them.
Safeguarding-aware from the first contact
Our declutterers are briefed on Section 42 enquiry contexts, mental capacity considerations, and trauma-informed practice. We escalate concerns to your safeguarding lead, never bypass them.
Person-centred, strengths-based
We work at the resident's pace, with their consent, on the goals they set with their social worker or OT. Outcomes are measured against the support plan, not a skip count.
Capability statement
What we deliver, by service area
Each team can engage Neatly under different statutory frameworks. The work itself stays consistent: paced, consent-led, person-centred.
How we adapt
Service catalogue
A summary of how we engage with the most common council referral routes.
Care Act 2014 alignment
We support outcomes identified through Section 9 needs assessments, particularly around managing and maintaining nutrition, personal hygiene, the home environment, and reducing isolation.
- Sessions structured against the resident's support plan
- Progress notes shared with the allocated worker
- Joint visits available with social workers, OTs, or housing officers
Self-Neglect and Hoarding (SNAH) pathway
We work alongside multi-agency SNAH and hoarding panels rather than as a stand-alone intervention. Clutter Image Rating familiarity, gradual-engagement practice, and motivational-interviewing-informed sessions.
- Pre-engagement, build-up, and maintenance phases supported
- No threshold for "ready" — we meet residents where they are
- Family / advocate involvement at the resident's discretion
Children's services & SEND
Sensory-aware home support for families with EHCPs, post-Section 47 packages, or court-ordered home conditions. Designed not to re-traumatise children present.
- Lone-working policy and DBS-on-the-Update-Service for all team
- Sessions during school hours where preferred
- Visual schedules and easy-read briefs available for the child
Housing & tenancy sustainment
Pre-eviction work to reduce tenancy-breach risk, post-allocation set-up, and reasonable-adjustment support under Equality Act 2010. Aligned with your Allocations Policy and Tenancy Sustainment frameworks.
- Joint risk assessments with housing officers
- Photo evidence and progress reports for case files
- Coordination with environmental health where required
