What we see when we work in Cardiff
Practical, area-specific notes — not generic copy.
Cardiff is the capital of Wales and operates within the distinct Welsh legal and policy framework: the Social Services and Well-being (Wales) Act 2014, the Additional Learning Needs and Education Tribunal (Wales) Act 2018 (ALN, replacing the previous Statement system), the Mental Health (Wales) Measure 2010, and the Welsh Language Act / Welsh Language Standards. We are familiar with all of these and our practitioners working in Cardiff understand the differences from English law.
Cardiff & Vale University Health Board provides community mental health, learning disability and adult ND services across Cardiff. Welsh adult autism diagnostic services have also experienced significant waits — we do not require a diagnosis to book.
Cardiff has growing Welsh-medium provision and bilingual public services. We are happy to communicate in Welsh where requested at the booking stage and will not assume English is the default.
We work in Victorian terraces in Cathays and Roath, modern Bay developments in Cardiff Bay and Atlantic Wharf, post-war estates in Llanrumney and Trowbridge, and substantial detached houses in Cyncoed and Llanishen.

For commissioners & professionals
Working with Cardiff Council
If you are a social worker, OT, housing officer, safeguarding lead or commissioner in Cardiff, here is how Neatly fits alongside your work.
Statutory alignment
We deliver a person-centred, trauma-informed model that complements Care Act 2014 (or the equivalent Scottish, Welsh or NI framework) assessments and multi-agency self-neglect & hoarding work. We are explicitly NOT a deep-clean contractor.
Procurement & commissioning
Neatly is willing to engage with Cardiff Council Adult Services, ALN commissioning and Cardiff & Vale UHB. Our model is suited to the Social Services and Well-being (Wales) Act’s emphasis on well-being outcomes and to multi-agency safeguarding under Welsh frameworks.
